Five "One Minutes" Per Side 10:00 - 11:00 p.m. FLOOR SCHEDULE AND BILL SUMMARY H.R. 3058 - Transportation, Treasury, Housing and Urban Development, Judiciary, District of Columbia Appropriations Act for FY06 (Rep. Knollenberg - Appropriations) (Complete Consideration). This bill provides $134.9 billion: $62.75 billion including trust fund resources ($14.29 billion for the Federal Aviation Administration, $37.02 billion for the Federal Highway Administration, $8.48 billion for the Federal Transit Administration, and $732 million for the Federal Railroad Administration); $11.55 billion for the Treasury Department ($10.54 billion for the Internal Revenue Service); $33.84 billion for Housing and Urban Development ($15.53 billion for tenant-based rental assistance, $5.08 billion for project-based rental assistance, $4.15 billion for Community Development Block Grants); $5.76 billion for the Judiciary ($5.5 billion for the Courts of Appeals and District Courts, $66.4 million for the Supreme Court, and $379 million for court security); $603 million for the District of Columbia ($33 million for resident tuition support, $221 million for DC courts, $203 million for Court Services); $753 million for the Executive Office of the President ($53 million for the White House salaries and expenses, $76.9 million for the Office of Management and Budget, $56.9 million for the Office of National Drug Control Policy); 15.9 million for the Election Assistance Commission; $54.7 million for the Federal Election Commission; and $178 million for the U.S. Postal Service. This bill also provides federal civilian employees with a 3.1% pay increase.
Yesterday, the House completed general debate and considered several amendments. In addition, the House reached a unanimous consent agreement for the consideration of the following amendments (all but three of these amendments are debatable for 10 minutes each):
Ø Davis (FL) Amendment. Regarding family travel to Cuba.
Ø Pickering Amendment. Regarding the Individuals with Disabilities Parking Amendment Act.
Ø Obey Amendment. Regarding DC funding.
Ø Sanders Amendment (20 minutes). Regarding contracting out flight service stations.
Ø DeLauro Amendment (15 minutes). To prohibit the use of funds in this bill to enter into any contract with an incorporated entity where such entity's sealed bid or competitive proposal shows that such entity is incorporated or chartered in Bermuda, Barbados, the Cayman Islands, Antigua, or Panama. This amendment would prohibit future government contracts with corporate expatriate companies in tax havens.

Ø Cuellar Amendment. Regarding funding for HUD's Rural Housing and Economic Development program.
Ø Jones (OH) Amendment. Regarding HOME Investment Partnership Program.
Ø Costello Amendment. Regarding Alton & Granite City, Illinois.
Ø Velazquez Amendment. Regarding e-travel and small business protection.
Ø Kilpatrick Amendment. Regarding the sale of Unocal Corporation to the China National Offshore Oil Corporation.
Ø Van Hollen Amendment. To prohibit the use of funds in the bill to implement the revision to OMB Circular A-76 made on May 29, 2003. VOTE YES
Ø Tiahrt Amendment. Regarding regulations on US Business.
Ø Hefley Amendment. To cut funds in the bill by 1% across the board.
Ø Brown (OH) Amendment. Regarding the cost of new prescription drugs.
Ø Hinchey Amendment. To prohibit funds in the bill to be used directly or indirectly, including private contractors, for publicity or propaganda purposes not authorized by Congress.

Ø Van Hollen/Simmons Amendment. To prohibit funds in the bill to enter into, implement, or provide oversight of contracts between the Treasury Secretary and private collection agencies. This amendment permits the Treasury Secretary to continue to utilize any private collection contract authority in effect prior to October 22, 2004. VOTE YES
Ø Knollenberg Amendment. Regarding funding levels.
H.Res. 345- Rule providing for consideration of motions to suspend the rules on the legislative day of Thursday, June 30, 2005.

1) H.Res. 344 - Expressing the Sense of the House of Representatives that a Chinese state-owned energy company exercising control of critical United States energy infrastructure and energy production capacity could take actions that would threaten to impair the national security of the United States (Rep. Pombo - Resources).
2) H.Res. 340 - Expressing the grave disapproval of the House of Representatives regarding the majority opinion of the Supreme Court in the case of Kelo et al. v. City of New London et al. that nullifies the protections afforded private property owners in the Takings Clause of the Fifth Amendment (Rep. Gingrey - Judiciary).
3) H.R. 3104 - Surface Transportation Extension Act (Rep. Young (AK) - Transportation and Infrastructure).
