It had to be done intentionally. Unless I am badly mistaken, when the flag is displayed flat, it is disrespectful to cover any of it up, according to basic "flag ettiquette."

16. I might go as far to say that the manner in which the flags hang..

reminds one of the two WTC towers....ie..the flags hung vertically rather than horizontally.

I'm not catching the whole other 9/11 references.
