Cheney sent him to Niger. Cheney probably had something to do with starting the investigation of which Wilson's trip to Niger was a part. Wilson may have honestly believed that Cheney had sent him, but Cheney denies he sent Wilson. I do not know whether Cheney decided someone had to go to Niger and allowed the CIA to decide who or whether Cheney had even less than that to do with it. At any rate, it isn't important. If Wilson was told or for some other reason believed that Cheney had sent him to Niger is irrelevant.
