Delay, Bush, must keep computer database of all 535 Congressional reps
They must keep a computer data of all congress members with their vote intent, comments, district info, history, personal preferences, friends, family, habits, contacts, espionage, etc etc etc and carefully calibrate and manipulate it using some sort of scientific formula.

Its the only way to explain their Nazi-like domination of the so-called "Congress"

1. Them and every effective legislator in history
Of course earlier legislators didn't have computer databases, but they certainly knew how to "persuade" their fellow legislators into voting a certain way. That's the reason for the phrase, "The two things you don't want to know how they're made: laws and sausages."
