17. Russ Feingold is going to bring up a point of order against the bill.
Even though they are working under a time agreement that doesn't allow for a filibuster, because the bill spends $200 million over the budget, it will require 60 votes to waive the budget act. If they can get 40 Senators to vote no (or just not show up), the bill will fall.

...quite a few Democrats voted for it however. We might be able to count on some conservatives like Tom Coburn who hate the environment and think the bill spends too much.
