Consider this incident:
LONDON (AFP) - One of London's busiest mainline rail and subway stations was evacuated as armed police arrested two women, police said.
"Liverpool Street station has been evacuated and armed Metropolitan Police officers have made some arrests," a spokesman for British Transport Police said, adding that officers had also found some suspect packages.
The station was subsequently re-opened, transport police said.

Since Sunday there has been a raging flame war over the 'facts' of the de Menezes shooting and the policy behind it. In case you have not been paying attention, the policy appears to be a 'shoot to kill without warning' policy wherein suspected suicide bombers are taken on by specially trained 'tackle and kill' teams. The training and practice is referred to as 'Kratos' and appears to come from Israeli intelligence (Mossad.) There is a wealth of information about it and its application by the British authorities available on the net. It appears to have been applied in the de Menezes incident.
I have been confronted several times by a defense of this policy that basically claims that there is no alternative, this is the best we can do. I submit that there are alternatives, that this is not the best that we can do, and that summary execution of suspects is not acceptable in a free society.
Today's police action at the Liverpool Station demonstrates how a free society can act to provide security while remaining free.
