8. Here are the people who voted against the Energy Bill
Harkin rolled over and voted for it. I guess the bill was strong enough in the Biofuels section that Harkin couldn't justify the tax give aways.

Looks like a lot of the Senators from the Northeast voted against it. McCain and the other Senator from Arizona, Reid from NV, both Senators from California (maybe not enough stuff in it for Solar?), and both Senators from Florida (against off-shore drilling).
