5518 extra ballots cast in Hamilton county?

Ballots Cast - 2ND CONG DIST 114296 25.06%

Since this special election was ONLY the 2nd congressional district, how could there be 5518 more total votes?

I also noticed that the 2 'issues' that were voted on add up to 5518... does that mean that you had to cast a 2nd vote for the issues?

Because they don't have AC in Claremont County.....

3. There were some school issues on the ballot in Hamilton County

that were in the areas outside of the Second District. There were no school issues on the ballot in Hamilton County in the areas in the Second District. That's why the difference.
