2. Chavez is doing what De Soto recommends. Giving the poor the

capacity to own their land and get loans to start businesses. Exactly what the USA went through in the 1800s.

6. De Soto is one of the world's most respected economists on poor

countries. Even Friedman likes his ideas. So too all the intellectuals in the third world. It is about creating capital for the poor. You cannot have a market unless people own something to begin with so they can get a loan to send a kid to school or buy a computer or a car. They need assets.

Chavez is in fact doing good for the market.
