Here "streamlining" is used to describe measures that effectively gutted and near-destroyed the system in which people seeking asylum to the US can receive it. I would say that under this system, effectively only people they WANT in import could possibly beat the system except by rare luck and good funding.
It's an utter outrage. I grew so angry reading that letter. We should all read it and then follow what happens.
I'm not surprised to see my personal hero John Conyers' name on this letter, but it was odd to see the DINO Joe Lieberman. Maybe he's feeling the need for some brownie points - his constituents are unlikely to be pleased by the way he's toadied to the neocons and he will face re-election sooner or later.

Being granted asylum is a life-or-death issue for many of these people, and the letter is heartbreaking in what it reveals of the cruelty and callousness of the people who have effectively gutted the process by which asylum can be granted to those without huge political pull and funding.
