WASHINGTON, Aug. 24 - President Bush offered an unusually strong defense of his Iraq policy today, describing the military campaign there as vital for America's security and peace in the Middle East, and he said he would consider other pre-emptive strikes. "Our nation is engaged in a global war on terror that affects the safety and security of every American," Mr. Bush told members of the National Guard in Idaho. "In Iraq, Afghanistan and across the world, we face dangerous enemies who want to harm our people, folks who want to destroy our way of life."
Mr. Bush's critics have accused him of disingenuously implying a link between Iraq and the Sept. 11 attacks. The president has dismissed those complaints, asserting repeatedly that the war in Iraq is a theater - indeed, the main theater - in a worldwide war.
"We will stay on the offense," Mr. Bush said. "We'll complete our work in Afghanistan and Iraq. An immediate withdrawal of our troops in Iraq or the broader Middle East, as some have called for, would only embolden the terrorists and create a staging ground to launch more attacks against America and free nations."
Better to have the terrorists "spend their days and nights struggling to avoid death or capture," the president said. That way, he said, "they are less capable of arming and training and plotting new attacks on America and the rest of the civilized world." Mr. Bush was applauded several times. The reception was no surprise, given the National Guard audience in a conservative state that endorsed him overwhelmingly in 2000 and 2004.
