BUT: Bush takes his unprecedented month-long vacation where he gets the PDB. Then, hidden from sight of large hijacked passenger jets he waits. He then goes around to one-storey schools reading to children. A week before 9/11 the Internet communications center holding .ir Iraq is raided and shut down for several days. This could have halted a halt order and caused the project to continue in a failsafe mode.
No, I only see that Jeffords offered a minor impediment to 9/11, overcome by antrax and a request from a president of the United States to not investigate that came in the dark days following the attack when everyone was behind the president.
EDIT: I think Iraq's internet suffix is .iq not .ir. I think it was Iraq's sold-to-an-internet-company's suffix that was in use for Usama's communications. After all, Usama hated Saddam since Saddam accepted Western values over Islamic law and so being able to buy .iq websites probably had a vindictive value for Usama binladen.
