Which disaster am I describing? ---
Poor planning by the Bush goverment left the poorest and most vulnerable to fend for themselves as the horror raged on around them.
In the aftermath, emboldened by the lack of organization and authority "on the ground", gangs formed and looting began. The looting went on until first responders had to go in and fight the resulting fires, and then a call to stop the looting went out, and a half-hearted effort to stop it was made. Pissed off that they were made to stop looting, stealing, car-jacking, and intimidating, the gangs then broke out weapons and started shooting at the "responders", who in turn, had to be withdrawn to let the buildings set afire burn.
Meanwhile, the citizens gathered together, hungry, dirty, sick, and thirsty wherever they could find shelter, and waited for days for someone to evacuate them. Some will make it out and some will not.
Right... it sadly and disgustingly applies to both. This administration is so ill-prepared or so careless with poor peoples' lives that they seem to leave suffering and horror in their wake wherever they go.
They learn no lessons, and it is the people who suffer.
