You don't bring the victims to relief. You bring relief to the victims.

When people are stranded, you helicopter/air drop relief TO them.

On rooftops, on interstates, in unflooded places.
You BRING:
1. Water
2. Food, MREs or just BREAD, ENERGY BARS, WHATEVER.
3. Tarps. Some way to construct a shelter from the elements.

AFTER you do that, you sort out how to get them AWAY from the area.

How smart do you have to be to know this?
