Now that Bush let "things get out of control in NO" - now he can demand
the press buckles under his "speak" or national race riots will erupt.

The old sociopathic trick of creating a crisis and then managing it to your benefit.

Is this why Bush was so useless for 5 days?

1. No.
He was useless because he's a ne'r do well who never did a day's work in his life. He was useless because he's incompetent and is in way over his head in the office he holds.

After all, if he was on vacation.

2. Sounds like another plausible theory for the long wait.
Ordinarily, I would be hard pressed to imagine people being so venal, but not in this case... Hard to decide sometimes, if they are just this incompetent, or just this calculating or what?

5. They do have control over the press. They can scare the **** out of
them if they do not report - for the rest of time - that the government did all they could. Otherwise the press has to take ownership of causing race riots. And the journalists are humans and the last thing they want to do is be responsible for hurting people.

One of many theories. And - because the press now does what they are told out of fear - not something that will be looked into deeply by them. So it will just be the anarchist bloggers & other fringes who once again keep with reality.

It is called "loan sharking". You give someone something.. in this case news & increasing lawlessness to the press - and then you make them pay for giving it to them. You make them responsible. And you top it off by then threatening to call the press "irresponsible" or "riot inciting" if they continue to report actual news. The very things they cannot stand to be.

GOTCHA!

To look at it from your point of view.. I could see Bush assuming that corporations would take over from him. That is his dream. But that is not incompetence. That is a world view and utopia. No different than communism in its practice. Deadly and destructive and evil.

He is the President of the United States. Even if President's have strokes or start to suffer from Altzeimers..they still do what they are supposed to do. Because they have true expertise around them. Replacing true experts and leaders in their fields with like-minded cronies is a plan that has been carried out meticulously. There is nothing incompetent about meticulous plans carried out. It is systematic.

4. No. He's just useless. Principle of least moving parts to a theory. Occam
c.f. Occam's Razor. Where multiple explanations equally cover the facts, choose the simplest. The simplest is that Bush is useless.

6. It is his policy to be useless in spots he wants to be - but very
effective in spots he wants to be effective in.

7. It would be right out of the playbook of the New World Order

The Modus Operandi of the New World Order (NWO)

1)Problem

2)Reaction

3)Solution

The NWO Modus Operandi
The NWO global conspirators manifest their agenda through the skilful manipulation of human emotions, especially fear. In the past centuries, they have repeatedly utilized a contrivance that NWO researcher and author David Icke has characterized in his latest book, The Biggest Secret, as Problem, Reaction, and Solution.

The technique is as follows: NWO strategists create the Problem - by funding , assembling, and training an "opposition" group to stimulate turmoil in an established political power (sovereign country, region, continent, etc.) that they wish to impinge upon and thus create opposing factions in a conflict that the NWO themselves maneuvered into existence. In recent decades, so called opposition groups are usually identified in the media as 'freedom fighters' or 'liberators'.

At the same time, the leader of the established political power where the conflict is being orchestrated is demonized and, on cue, referred to as 'another Hitler' (take your pick: Saddam Hussein, Milosevic, Kadaffi, etc.). The 'freedom fighters' are not infrequently assembled from a local criminal element (i.e. KLA, drug traffickers). In the spirit of true Machiavellian deceit, the same NWO strategists are equally involved in covertly arming and advising the leader of the established power as well (the NWO always profits from any armed conflict by loaning money, arming, and supplying all parties involved in a war).

The conflict is drawn to the world stage by the controlled media outlets with a barrage of photos and video tape reports of horrific and bloody atrocities suffered by innocent civilians. The cry goes up "Something has to be done!" And that is the desired Reaction.

The NWO puppeteers then provide the Solution by sending in UN 'Peace Keepers' (Bosnia) or a UN 'Coalition Force' (Gulf War) or NATO Bombers and then ground troops (Kosovo), or the military to 'search for Weapons of Mass Destruction', which of course are never found. Once installed, the 'peace keepers' never leave. The idea is to have NWO controlled ground troops in all major countries or strategic areas where significant resistance to the New World Order takeover is likely to be encountered.

8. I don't know if I agree with all that. It is very simple. An old trick. If
you are a political creep you create a crisis (or worsen it) so that you can benefit from it.
