Task Force Katrina appears not to have been ordered to stand up

until 1130 pm EDT August 31st. No troops were likely to have been prepared or ordered to go to the area without this order. {Wednesday}

dated 1930z, 31 Aug 05, so that is the latest it would have been set.

I posted this last night but hope this is read today as well.

Even if the order did go through by Bush/DOD Wed. night, horrible, nothing got moved until Thursday. The order that should have been issued Sunday wasn't issued until three days after the hurricane hit.

3. It might be a little earlier than that, though not by much...

This link is from a news conference on the 31st, which seems to imply that it had already been created at the time of the conference...

They also talk about what had been pre-positioned... though I can't understand why with all that proper planning it still has ended up being a cluster...

I've been looking for the message that created JTF Katrina, without success, even on my "official" military net connection. This is most likely due to my poor search skills, and/or the clunky military search engine...

4. even without the order they could have started work on prep.

But for troop movement( he could have ordered the 82nd in on Monday, to arrive on Tuesday in a matter of hours)the order camne to late.
