But here's the thing: HE IS FLAT-OUT WRONG.

This is not about bureaucracy. All that was required was LEADERSHIP BY THE PRESIDENT.

All that was required was for Bush to pick up the phone and say, "This is what we're gonna do."

That's it. Then the wheels are in motion.

But he didn't.

Why?

Because Bush is an utter and complete failure.

All these Bush-bots swooning over his "bold, decisive leadership" all these years... well, here's the proof.

He's not a leader. He's a gutless, brainless wuss.

He was put to the test, and he failed. It's that simple.

just gave another specific example of the Bush Administrations failure.

This doesn't exonerate Bush in any way. It just gives specifics to how the failure occurred.

All of us, just watching on TV, knew the catastrophic nature and enormous response that was required yet no one in the WH noticed. The Country was in a state of crisis. We all knew it. What the F@#k were they doing?

This is all on Bush - his leadership. How enormous is that bubble he lives in? I just can't believe it.

Everything you say is the truth. Bush sat on his ass at a time when the nation needed him to lead. He has never gotten
that - - Presidents set a tone, calm people and make decisions. Even when it's inconvenient such as during an obscenely long vacation.
He's a little, little man and he thinks only of his comfort, his needs and the glory he believes he is due.
Poppy and Babs should be burning with shame.

4. He's Right

At one time FEMA was a cabinet level position, and run by people with the experience needed, now it's one of 20 agencies under the DHS, which has shown that it cannot handle the mission it has been
assigned.

The current FEMA Director like his predesessor is a political hack,
whose only experience consisted of swallowing and getting money for
Nero's re-election.

This is about the bureaucracy and about Nero's lack of leadership as well as his complete disregard for the people of New Orleans.

So getting FEMA away from Deaths Head Chertoff, is a good start, after that both Brown and Chertoff need to be canned.

So in this case I agree with Foley, FEMA needs to become a seperate agengy again, with a director who is not a political hack, but who has the experience to deal with any emergencies, and who will not be afraid to tell the truth to Nero and his Imperial Inner Circle.

... can cut through red tape by simply picking up the phone.

All the other stuff you mention is a side issue at the moment the crisis is unfolding. Is it worth addressing in the future? Sure, fine, whatever.

But government structure was NOT the issue this week. Leadership was.
