Wolf Blitzer, apparently fully engaged in "Operation Deflect Blame from Chimpy", just asked that point blank to former US Senator John Brieux during an interview on CNN.

He always said New Orleans was next on his list, after he started the Great Chicago fire. And why is it that Clinton was working so hard on getting his pilots license and training in November 1941, while visiting Japan?

If Wolf wants to talk historically, lets go back to 1973 and talk about how at that point in history the corporations started taking over. Let's talk about how all the right wing think tanks started getting organized and starting implementing their "drown the government in a bath tub" ideology.

And even if we talk historically, we cannot ignore who was president during the three days after the levee broke when the Federal Government did nothing.

26. Clinton not in charge of FEMA's 'outsourcing' of buses
It took around FIVE whole days but FEMA finally got around to the process of privatizing bus contracts to rescue those New Orleans Superdome/ConventionCenter refugees. The 'outsourcing' goes from 650 buses to about 5000 buses, according to the links below. This is a smoking gun of FEMA, Bush administration incompetence.
