Yep, Grover Norquest is a man of his word, and he was engaged in shrinking and drowning our Federal Government's Emergency Response resources, right while part of our nation was being ravaged by a horrific natural disaster that could have been largely mitigated by adequately funded and staffed Federal Government Agencies.
Norquest probably thinks it is good that people died, so there will be less "freeloaders" burdening the horribly oppressed ultra-wealthy taxpayers.
