Not to belabor the obvious, but the whole purpose of a separate investigatory process is due to the INCREMENTAL workload, including a management workload. The independence aspect is secondary. For a manager or executive to 'volunteer' to do (part of) his job is surrealistic. For people to hear this and regard it as sane is Bizarro World.
