It is a series of precedents that allow the government to dismiss court cases on the grounds that evidence introduced in the trial could jeopardize national security.
I caught a bit of this on the way in to work this morning. The State Secrets Privilege came under fire some years ago in the case of a plane crash involving pilot error, I believe, and an attempted cover-up afterward. There was mention that it's only been invoked a few times in like the past 30-some years before this administration. It's been used over 20 times in the 4 1/2 years since, including silencing Sibel Edmonds.
