What we do knwo is that Louisiana lacked a National Guard because they were sent to Iraq. Cons are saying that Bu$h did not want to get in trouble by sending troops in without permission because that might violate state's rights -- well doesn't it violate state's rights by sending their National Guard away leaving them unable to protect themselves?
