Is there a list of all the unqualified Bush appointees anywhere?

Has this been done already?
If not, could we collect that information here on DU and make sure it gets out to the media?

I'm not talking about unqualified just because of ideology, but rather, as in the case of Michael Brown, unqaulified in the sense of NO APPROPRIATE BACKGROUND/EXPERINCE for a particular position.
Or, another common situation is Bush appointing someone to a regulatory agency that possessed a background or career of oppostion to that agency's purpose (ie, protecting American citizens).
