Who stopped Red Cross? FEMA or state HS? |

I heard from a repuke friend that Red Cross wasn't stopped by FEMA from entering NOLA, but by state Homeland Security department or some such. Who did it? Reference? Thanks.

or vice versa :-) Either way, it was under federal orders that the Red Cross was stopped. Not Louisiana state officials as the pukes are fond of saying.
