The US is signatory to the UN Convention on the Prevention and Punishment of the Crime of Genocide......I'm not legally well-informed enough to know what the logistics would be, but isn't this international agreement something we could take recourse to here?

I do think that some land should be secured, and the army corps of engineers should start building housing. this is a huge country, surely there must be some land available.
