9-11 - Wasn't Cheney supposed to announce that bin Laden had

been captured. As an anniversary gift to the nation? Or was he supposed to announce that Bin Laden was captured PLUS the insurgents were calling for peace and he had decided we would try peace?

With all angy cynicism.
