i know there is turnover in every administration, but bush's is ridiculous. people have left because of incompitance, disgust, were fired because they dared to tell the truth or they needed a scapegoat. a few come to mind in no particular order; brown, tennent, ridge, christie whitman, colin powell, gen. shinsekie, gen. karpinski, and the list goes on. name some if you can remember.

"It is important that I leave now to avoid further distraction from the ongoing mission of FEMA," Mr. Brown said in a statement issued by his agency this afternoon.

The White House later issued a statement saying that President Bush was designating a replacement, R. David Paulison, currently the director of FEMA's Preparedness Division and administrator of the United States Fire Administration.

Earlier this month, President Bush said that Mr. Brown had been doing "a heck of a job" handling the relief work. But the administration has since come under intense pressure to improve its response to Hurricane Katrina, which was heavily criticized for being slow and ineffective. Last Friday, Mr. Brown was replaced by Vice Adm. Thad W. Allen of the Coast Guard in overseeing the relief effort.
Mr. Bush, surveying storm damage in Gulfport, Miss., initially brushed aside reporters' questions about Mr. Brown's resignation.
"I was spending time with people," he said, referring to his tours of the devastated areas in New Orleans and elsewhere in the Gulf Coast region. "It was unbelievable. So, I can't comment on something that you may know more about than I do."The president said he had not discussed the resignation with Mr. Brown or Michael Chertoff, the secretary of homeland security, which oversees FEMA. He said that he would speak to Mr. Chertoff later from Air Force One.
"Maybe you know something I don't know," he said to reporters asking about the resignation. "There will be plenty of time to figure out what went right and what went wrong. There's time to try to blame somebody but they want to get their lives back together."

Ms. Pelosi and other Congressional Democratic leaders are demanding an independent inquiry into the federal response to the storm and have said they will not appoint members to a House-Senate committee established by Congressional Republican leaders.

A report on Time magazine's Web site that asserted that Mr. Brown had inflated his résumé further raised questions about his qualifications. Newsday also reported inconsistencies in his résumé.
