Amendment is to an appropriations bill, which is against the Senate rules, but prior attempt to file as amendment to defense spending bill went by the wayside when that bill was taken off the calendar.

I watched him on the Dem Policy Comm Oversight hearings and he was great on this.

I know this doesn't stand a snowball's chance in hell in the Senate, but I'm glad he did this.

We should support this. Call your Sens and ask them to co-sponsor Dorgan's amendment.
