Could Karen Hughes be behind the "responsibility" statement?

Some people on a DailyKos thread were speculating that's the case, because to admit a mistake is not Rovian at all - it's a sign of weakness. (Also, I just learned Rove is recovering from kidney stones now, so maybe he isn't running the show.)
