WTF?!? 34 states under State of Emergency?

WTF?!? 34 states under State of Emergency?
http://www.fema.gov/index2.shtm

The map showing active states of emergency only has 16 states white, with no active "emergency."

What were we saying about the possibilities of Martial Law? WTF can be wrong in all 34 of those states?

5. I went to my state (Missouri)
and it said that we are in a "Katrina Evacuation" SOE.
So my question is, are these the states that have taken in the survivors?

6. Each state has to be looked at individually though
The declared disasters are not throughout the entire geographic region of the state, and the 'active distasters' largely occurred months and years ago.

For instance, here in Illinois, our last declared disaster was in 2004 from tornado storm damage. But it is still active in terms of cleanup, rebuilding, and development.

8. That is strange. I clicked on Michigan
and it does give a history of states of emergency. But, when I scroll down we have an active state of emergency for Hurricane Katrina issued on September 7, 2005. Aren't we a bit far away from the disaster zone. Like 1,000 miles away. It is definately curious.

Battle Creek and Grand Rapids.

Severe storms, flooding and mudlides vastly outnumber earthquake emergencies. Quakes get all the attention though.

10. I see that IA, IL, and MI are all because of Katrina evacuation
I'm sure more states are state of emergency because of that, but I don't feel like checking every state.

Not sure why the state needs to declare a state of emergenmcyt just because evacuees are coming in, but I imagine it has to do with getting federal funding.

13. Reason for state of emergency
I heard somewhere yesterday that a governor must declare a state of emergency in order to send that state's National Guard down to NO to assist in the posts mortem.

14. A state has to declare this to get FEMA help for katrina victims
As far as I know, anyway. So any state that is taking people from the hurricane area and providing services to them may be declared one in order to get FEMA financial aid for doing so.
