They've always stirred up outrage at liberals in Washington for big government. The GOP has always hidden the fact that most government programs enjoy the broad support of the public. Cutting them would put the GOP out of power. So the GOP has always closed the gap by blaming Bill Clinton, etc, and continuing big government. They can't do that anymore.
The deficit is a important issue with the public now. The GOP promised to cut it down to half the outrageous amount they drove it up to. So, increasing the deficit will look bad.
There is no way they can explain raising taxes to their base.
The GOP will be in trouble any way they go now. Look what Tom DeLay contradicted today:
"Who can better spend your money? You or the folks in Washington?"
"Government is not the solution to the problem. Government is the problem."
Etc.
DeLay has just tossed a basic rationale for conservatism. The faction which is non-koolaid drinking Libertarian will revolt.
