I have been curious as to why our government has been touting Red Cross. So I started doing research last night, at
http://www.worldbank.org/. Did hours and hours of reading, copying and pasting, and came back today to check my sites, to see if it really made any sense. Well, “sorry this site is no longer available”, to my surprise, and this was just last night! I can not relocate items on insurance, FEMA, Red Cross. I am going to post the links I retrieved last night and I’m sorry if they don’t work. The connection that I found between the World Bank and Red Cross really does make sense, because they are supposed to be international, hope they do better elsewhere, but it’s a lot of money that Wolfowitz is in charge of. Remember this administration is about greed and power.
First of all, think back on the remarks the Prez made during his first couple of visits to LA.

We share our deepest sympathy and solidarity with the American people, and the United States authorities, and extend our heartfelt condolences to the families of all who died, were injured, or left homeless in Mississippi, Alabama and Louisiana.
We know that national, state and local authorities are working hard to deal with the magnitude of the disaster in terms of loss of life, material damage and economic impact across the region. In the meantime, as they did in the wake of the December 2004 tsunami disaster in Asia, World Bank Group staff members have launched fundraising and volunteer efforts to help assist the victims of Katrina and their families. We are in direct contact with several charitable organizations, including the Red Cross, so that we can respond further in terms of contribution of blood or food items, should the need arise.

Details the policy that the government has to follow to receive funding, what do you want to bet that they will be applied to the flooded areas, since Wolfie referred to the tsunami in the letter to the president.
I’m going to do more research on this because I found some pretty scary stuff. The FEMA insurance (FIMA) guru, Howard Leikin, controls $570B in disaster coverage insurance (federal flood insurance, etc), as well as working with the World Bank where he recently announced this new program:
To serve countries that face these risks, the World Bank is pleased to announce an important new product—natural disaster insurance. The World Bank is committed to delivering this new risk transfer product to clients, and to increasing knowledge about natural disaster risk. In this context, the Bank is organizing a conference to address “Financing the Risks of Natural Disasters: A New Perspective on Country Risk Management.”
