10) When he spoke about failure and the need for Feds to take over response more - he couldn't help but look sideways and to his right. Who was he looking at. What was he stealing a "peak" at? Did someone react? What happened?

I take it people in NO were whining about materialistic things when they should have been happy about being in a "shelter not made by hands". How superficial of them. Victims of NO: zero.
