If you want Rove to funnel cash to big campaign contributors and to demand additional donations to Bush/RNC from the contributions then Rove will do a good job. If you want the $200 billion to be used to the maximium for reconstruction then he'll be a terrible choice.

We can expect more of what Rove has always done. Friends and political supporters will have money channaled to them, they'll donate more with part of he patronage they recieve, Rove will find scapegoats (in this case local officials and enviromentalists) to blame the administration's own failings upon, and the people who watch Fox and listen to Rush Limbaugh will love it.
