1. Here in eastern Iowa, we are in the midst of a drought
Farmers are hurting badly. So that's the disaster declaration in Iowa. This area is considered, rightfully, the "breadbasket of America", but not this year.

3. You may already be aware of this...
Any state accepting Katrina evacuees is declared a disaster area to allow them to be eligible for assistance for those evacuees.

4. Davis-Bacon no longer applies in those states I guess.
What exactly was the justification for setting aside Davis-Bacon for Emergency states anyway? Cut the wages for the very people most in need of finances. I don't get it. :shrug:
