I understand your wariness about the secnd floor, but my biggest concern for Houston is the flooding. So I'm glad to know you have a second floor to get to if the water starts to rise. If you're willing to share your food and water, I'm sure a neighbor will let you in. And if all neighbors are gone, I'm sure they'd forgive you for kicking in the door if the first floor starts flooding.
