Before the storm, Bush appointed a different Coast Guard admiral to run things on the ground?

Now, isn't this an admission that DHS and FEMA are totally ineffective?

I mean after all isn't it FEMA's JOB to run the relief effort from the Fed?

This is the most non-reported thing about the current state of disaster response I've noticed.
