So Shrub did not authorize help for Orleans Parish, even though

So Shrub did not authorize help for Orleans Parish, even though
Blanco asked for it for all parishes. I am sure there is a reason for that. What I would like to know is this: did FEMA give help to the other Parishes to the EXCLUSION of Orleans Parish, or did FEMA fail in ALL parishes equally?

if they excluded the precise parishes that needed help from the president's declaration ON F*ING PURPOSE.

Furthermore, the National Response PLan gives them the authority to override local and state authorities, even though the state went through proper protocol.

THere is a special place in HELL for you BROWNIE, may the Devil chew your soul to tiny pieces.

As for his little comment about his only mistake was not recogizing that Louisiana was a disorganized state..... I've got NEWS for you.... according to George HAddow Deputy Director to James Lee Witt, under his FEMA, all authorities make joint decisions.. there would be no blame game.

4. Let's just pretend that was BrownNose's "only mistake"...
it still makes him a miserable failure because, as head of FEMA, he should have known it beforehand,
or at least been able to recognize it when he saw it.

But then he was busy with all those photo ops...
