Brown blames Louisiana officials

Former FEMA chief Michael Brown defended himself before a congressional panel Tuesday by saying he was neither a dictator nor a superhero. And he called Louisiana "dysfunctional" as he blamed the state's leaders for not making evacuations mandatory as Hurricane Katrina approached the Gulf Coast.
