At a military teletype msg. I've been out of the Army Signal Corps for almost thirty years and I recognized it immediately.
But, if the poster really knew their stuff, they'd know there should be a period at the end of the first line and the final line would read "####," not "NNNN". There are a couple of other mistakes, which I won't go into here -- but it's still a good attempt.
So, whoever is trying to be cute here is probably copying it from a manual, which is quite probably still classified and thus illegal to possess.
But you know how Freepers like to pretend. Especially about Army stuff.
