Does a prediction of a negative event absolve the one who predicts?

Does a prediction of a negative event absolve the one who predicts?
Bush Warns of Upsurge of Violence in Iraq:

If he can predict this why can he not prevent it? If my son were in Iraq and experienced trouble after this statement, I'd be livid. Well, I'd be livid for his being there but you know what I mean. He's done this before (pre-national election, pre-sovereignty transfer, etc.)


Also, folks (Inspectors and attorneys general) are predicting high amounts of fraud in the post-Katrina reconstruction effort. If such a prediction can be made why can the event not be prevented?
