13. Not exactly getting "off easy"

All these people have long since completed their sentences. The pardons mean their records get expunged, but it's mostly symbolic. Not saying they deserve pardons, but it's not like any of them are getting out of any jail time here.

Edit: I certainly agree the pardon for the bomber dude deserves explanation. That's one that there better be a darn good reason for.
