Seriously, he's phoning this one in.

He's tryin' to swing his big ol' Texas johnson, but his heart ain't IN IT, hoss.

Talkin' about how his job was keepin' up with Rumsfeld (no one laughed, including Bush)

Talkin' about how he obliterated the Taliban and sent terra-ists on the run..."In other words, he had a lot to do on his first ten days on the job"...(no one laughed, including Bush)

The fake Texas accent is thicker this morning than I've heard it in a while. He has one expression...constipated...and it's painful to watch. He couldn't even muster a good smirk (and there were PLENTY of moments that called for one...this speech REALLY sucked).
