Might he have already made the deal with the republican congress to not veto anything until they give him the line-item veto?

What's to veto? They run everything and get everything they want. one party tyranny. I assume the line item veto is insurance in case by some misfortune the election fraud fails to keep both houses fascist.

shrub gave them everything they wanted first term, he gets to call the shots now, and if they lose majority in the midterms.
I don't know, just speculating.
