Could line-item veto be part of a deal the shrub made with congress?
Might he have already made the deal with the republican
congress to not veto anything until they give him
the line-item veto?

What's to veto? They run everything and get everything they want. one party tyranny. I assume the line item veto is insurance in case by some misfortune the election fraud fails to keep both houses fascist.

3. No president has ever had the line item veto...
shrub gave them everything they wanted first term,
he gets to call the shots now, and if they lose
majority in the midterms.

I don't know, just speculating.

Bush's second-term agenda is getting pretty weak, if that's what he's pushing now.
