Hitler's loot hardly compares to Bush's. However, ten of thousands of Iraqi dead, not to mention 2300 of his own troops, in an unnecessary war predicated on lies is still mass murder.

This is one I worked on quite seriously... about four years ago, when we had a chance to save this country. Unfortunately I've lost all my work, so here's the synopsis.

The Goldwater-Nichols Act of 1986 requires that each year, the President must produce a National Security Strategy in both classified and public forms. The first one is to be published within six months of the President taking office.

The Bush Administration has produced just one in their entire time in office, a year late, and it was little more than a Wolfowitz-authored screed justifying the need to invade Iraq and anyone else they wished.

This was the first and most easily identifiable violation of the law I could find back then. It's serious; Bill Clinton tried to slide out from under that obligation and, I have heard, the Republicans threatened to use that transgression as grounds for impeachment.

The law provides no penalties for not publishing the NSS, which paradoxically leaves impeachment as the only recourse Congress has to enforce it. There is no denying that whatever has happened since, it wasn't published on time, and apparently a new one hasn't been publicly published since.

The only NSS produced came out after the President had already began to make his false case for war. Then he got his war and he failed to produce a NSS which reflected that bitter reality. And that's not only incredibly stupid, it's against the law, and, one could argue, the only recourse is impeachment.

It pales in comparison to the President's myriad other transgressions, but it has a good chance of sticking, particularly since Congresscritters would be abrogating their authority by voting against such an article of impeachment.
