2. How about:
"Invading a foreign country in a war that 'will probably pay for itself'? $1 trillion.

3. It's good but I need the real quote for my usual style of unflattering
photo with cartoon bubble words.

I'm still googling but haven't found any succinct money quotes. I have a feeling they will be from Meet The Press or some other Sunday news show.

5. Here's the exact Wolfowitz quote, with link to more:
Deputy Defense Secretary Paul Wolfowitz: “There’s a lot of money to pay for this that doesn’t have to be U.S. taxpayer money, and it starts with the assets of the Iraqi people…and on a rough recollection, the oil revenues of that country could bring between $50 and $100 billion over the course of the next two or three years…We’re dealing with a country that can really finance its own reconstruction, and relatively soon.”

This page is full of quotes! Check 'em out.

8. Here are a few quotes from before the war from Ari Fleischer and
others. Larry Lindsey was the only WH official who got close when he said '$200 billion'. He was let go after making that statement.

Defense Secretary Donald Rumsfeld:

“Well, the Office of Management and Budget, has come up come up with a number that's something under $50 billion for the cost. How much of that would be the U.S. burden, and how much would be other countries, is an open question.”

http://www.house.gov/schakowsky/iraqquotes_web.htm

When they were selling the war, in the Fall of 2002, the cost was way less:

A report from the Congressional Budget Office released last fall was far more modest in its estimate of the cost of war with Iraq. That report said it would cost between $9 billion and $13 billion to deploy troops to Iraq and that it would take up to another $9 billion a month to run the war.

This should help you out!

edit this is too good not to add!

CLAIM: “In terms of the American taxpayers contribution, <$1.7 billion> is it for the US. The rest of the rebuilding of Iraq will be done by other countries and Iraqi oil revenues…The American part of this will be 1.7 billion. We have no plans for any further-on funding for this.” – USAID Director Andrew Natsios, 4/23/03

11. I wish it was someone everyone has heard of like Cheney or Rummy
For flyers that get glued to bus stop shelters and utility poles you really also have to keep the word count down.
