These statements are misleading because by referencing the September 11 attacks in conjunction with discussion of the war on terror in Iraq, it left the impression that Iraq was connected to September 11. - According to the National Intelligence Estimate, the intelligence community had "LOW CONFIDENCE" in that scenario, further Iraq appeared to be "drawing a line short of conducting terrorist attacks" against the United States for fear of providing cause for war.
Now where on EARTH anyone get the idea that Saddam was "linked" to 911? :sarcasm:
