Does Frank Gafney live on another planet?

I was watching Frank Gafney (Center for Security Policy) being interviewed on TV the other night and he seems to be in total denial. He claims that Donald Rumsfeld is the best Secretary of Defense America has had. There were no mistakes in the number of troops sent to Iraq, according to him. Actually, I reckon the perfect number should have been nil. He denied being a neocon. If he isn't a Neocon, I'd hate to see what a real neocon actually is.
