Bush Administration Stupid, Why?

I am beginning to think the Bush Administration is just the stupidest administration we have had. How could they think that threatening to attack a country would lead that country to negiotate with other countries or give up what they have been told to give up. I do not understand anyone can think something like this. Their is no way that threatening a country could cause this country to change its course. Why is the Bush Administration so stupid?
