I came at the end of Mark Warner on Al Franken when he was apparently talking about universal health care. At the end he said that if a self employed person who takes home $150K and choose not to participate in such a program, that some kind of penalty should be levied on him
(I may have missed his intent, since I just heard that last sentence so if anyone can correct this, please do)
If I understood him correctly, a universal health care, like social security and medicare should not be an option. Just as all of us have to pay SS and Medicare taxes, so we will all have to pay for universal health care with our taxes. And I don't know whether it should be a separate line item as both revenue and disbursement for the government.
Thus, this $150K earner in Gov. Warner's example will not be subjected to any "penalty" since he will be taxed, progressively, like the rest of us.
And just as paying for SS and Medicare does not preclude us from having our own saving and health plans, neither should the universal health one.
